Исследованы методологические основы выкупа и продажи квот на оросительную воду
как инструмента повышения эффективности распределения водных ресурсов в условиях нарастающего
дефицита воды и изменения климата. Рассмотрены теоретические подходы к формированию рынков
воды, механизмы ценообразования на водные квоты, методы оценки их стоимости, а также практический
опыт Австралии, Чили, стран Европейского союза и США. Особое внимание уделено программам
государственного выкупа прав на воду, трансакционным издержкам и институциональным условиям,
обеспечивающим эффективное функционирование рынков воды. Оценены перспективы внедрения
экономических механизмов торговли квотами на оросительную воду в странах Центральной Азии с
учётом региональных особенностей водопользования и трансграничного характера водных ресурсов
