Ushbu tezisda iqlim o‘zgarishiga moslashish sharoitida shahar va sanoat hududlarini
«yashil» hamda mikroklimatik zonalashtirishning huquqiy asoslari tahlil qilingan. Amaldagi qonunchilikdagi
mavjud bo‘shliqlar, yashil hududlarning huquqiy maqomi, shahar issiqlik oroli effektini kamaytirish hamda yashil
infratuzilmani rivojlantirish masalalari yoritilgan. Singapur, Germaniya va Yaponiya tajribasi asosida milliy
qonunchilikni takomillashtirish hamda parlament nazoratini kuchaytirishga oid takliflar ilgari surilgan.
