Maqola Birlashgan Arab Amirliklari (BAA)ning startap ekotizimini boshqarish modelini institutsional, moliyaviy va nazariy jihatdan tahlil qilib, O‘zbekiston uchun amaliy saboqlarni aniqlaydi. Tadqiqot Isenberg (2010), North (1990), Hvidt (2009)ning “Dubay modeli”, Beblawi va Luciani (1987)ning rentier davlat nazariyasi hamda Dolowitz va Marsh (1996, 2000)ning siyosat transferi nazariyasiga asoslanadi. Tahlil ko‘rsatishicha, BAA neft-gaz rentasidan olingan davlat boyligini suveren fondlar (Mubadala, ADQ) orqali innovatsiya infratuzilmasiga (Hub71, in5, DIFC, ADGM, MBZUAI) yo‘naltiruvchi markazlashgan “davlat yetakchiligidagi tadbirkorlik” modeliga ega, biroq bu model rentaga bog‘liqlik, chet ellik ishchi kuchiga asoslangan mehnat bozori (aholining 88,5 foizi) va amirliklararo institutsional parchalanish kabi tizimli zaifliklarga ega. BAA va O‘zbekiston ekotizimlari 12 yo‘nalish bo‘yicha qiyoslanadi, amaliyotlar 8 mezonli transferability modeli asosida baholanadi. Maqola O‘zbekiston uchun 9 tavsiya va 12 bosqichli boshqaruv modelini taklif etadi.Keywords
