YASHIL IQTISODIYOT SHAROITIDA KICHIK VA O‘RTA BIZNESNING BARQAROR RIVOJLANISHINI BAHOLASH: NAZARIY-METODOLOGIK YONDASHUV

Maqolada yashil iqtisodiyotga o‘tish sharoitida kichik va o‘rta biznes (KO‘B) subyektlarining barqaror rivojlanishini baholashning nazariy-uslubiy asoslari tadqiq etilgan. KO‘B barqarorligini faqat moliyaviy- iqtisodiy ko‘rsatkichlar asosida baholash yashil transformatsiyaning ekologik, innovatsion, ijtimoiy va institutsional jihatlarini to‘liq aks ettirmasligi asoslangan. Shu asosda iqtisodiy barqarorlik (E), ekologik samaradorlik (G), innovatsion faollik (I), ijtimoiy barqarorlik (S) va institutsional ta’minlanganlik (N) komponentlarini birlashtiruvchi EGISN metodikasi taklif etilgan. Metodika 25 ta indikatorni etalon qiymatlarga nisbatan 0–1 oralig‘ida normallashtirish, entropiya usulida obyektiv vaznlash, xususiy indekslarni hisoblash hamda ularni additiv va geometrik usullarda integratsiyalashni qamrab oladi. Kompensatsiya ta’sirini cheklash maqsadida geometrik agregatsiyalash, eng past natijali komponentni aniqlash va komponentlararo nomutanosiblikni baholash ko‘zda tutilgan. Tadqiqotning ilmiy ahamiyati KO‘B barqarorligini komponentli, kompleks va diagnostik darajalarda baholash metodikasini rivojlantirishda namoyon bo‘ladi. Metodikadan KO‘B va hududlarni monitoring qilish, qiyosiy baholash hamda qo‘llab-quvvatlash choralarini manzilli shakllantirishda foydalanish mumkin.Keywords
