Investitsion boshqaruv, innovatsion faoliyat, infratuzilma va ekologik-raqamli transformatsiya asosiy omillar sifatida
aniqlangan. Ushbu omillarning uyg‘unligi samaradorlikni oshirishi va raqobatbardoshlikni mustahkamlashi ko‘rsatib
berilgan. Takliflarda strategik rejalarga ekologik va innovatsion yo‘nalishlarni qo‘shish, infratuzilmani rivojlantirish hamda
raqamli texnologiyalarni joriy etishga alohida e’tibor berish lozimligi qayd etilgan
