Аннотация

In the context of global transformations, the effectiveness of vocational education reforms increasingly depends
on the integration of leadership and cultural competencies. The study analyzes the role of leadership practices and
cultural factors in implementing institutional changes in vocational education systems. It explores how different leadership
styles interact with socio-cultural environments and influence reform outcomes. The research is based on a mixedmethods
approach, combining qualitative and quantitative analysis. The findings show that culturally competent leadership
enhances stakeholder engagement, reduces resistance to change, and ensures the sustainability of reforms. The study
also proposes practical recommendations for improving leadership capacity and adapting reforms to local contexts
