Аннотация

This study examines the institutional foundations of Uzbekistan’s digital economy transformation
in the context of globalization. The findings indicate that infrastructural development, including expanded
broadband access and computer literacy initiatives, has significantly outpaced institutional and regulatory
readiness, as reflected in the country’s relatively low position in international institutional-readiness indices.
This imbalance increases transaction costs for market participants despite sustained public investment in
digital development. The analysis also demonstrates that Uzbekistan has not fully adopted any single global
model of data governance and that similar patterns of institutional lag are characteristic of other post-Soviet
economies.
